The Source of all Evil's Powers

In the Source's infbox, I read that he has to power of Molecular Manipulation. But why did he has to steal Piper's then in Charmed and Dangerous? To make her powerless? And if he only did it to make her powerless, why was he so surprised that he could blow up and freeze the vase?
