Tempest was a powerful demon who appeared in the novel, The Brewing Storm. He aimed to collect the powers of the Elementals for himself to attain control over the elements.
He attempted to do so every century in hopes of gaining control over the natural elements, but was ultimately vanquished by the Charmed Ones.
History
Tempest was banished to a neutral environment that he could only leave on the Night of Aeolus. He commanded a quartet of big human-looking demons with the ability to drain the powers of Elementals and witches. If the powers are collected from all four Elementals by the Night of Aeolus and given to Tempest, he will be able to control the weather all over the world.
Face off against the Charmed Ones
In 2002, the Charmed Ones, the Elementals, Darryl Morris and Leo Wyatt worked together to reach the the Circle of Gaea. To their surprise, the demon had already beaten them to it. While standing inside the Circle, he was able to control all of the Elementals' powers. He used it to fight the Charmed Ones while making the Elementals powerless against him.
