Raphael, better known as Rafe, was a fictional character created for the Charmed novel, The Brewing Storm. He was as a windwalker chosen to complete the Ritual of the Guardians.
History
Rafe is a roughly 26-year-old Hispanic elementary teacher at Woodrow Wilson Elementary school, with a flirty personality. He always believed he was slightly telekinetic but did not even imagine he was anything as great as a windwalker.
In 2002, his power was needed to stop the weather from tearing apart the world by joining the Elementals for the Night of Aeolus and perform the Ritual of the Guardians to calm the elements. He was chased by a demon who attempted to steal his power to the demon lord, Tempest. Thankfully, Paige arrived to save him.
While on his way to the ritual, he and the others challenge Tempest and are victorious. With Tempest out of the way, Rafe and the other elementals are finally able to perform the ritual at the right timing and save the world. He uses a wand during the ritual.

- Aerokinesis: The ability to manipulate wind.
