Paula Marks (née Starks) was the wife of Todd Marks and a former classmate of Phoebe Halliwell at Baker High. She resented Phoebe because Todd used to have a thing for her in high school.

At their high school reunion, Paula confronted Phoebe when she was talking to Todd. She commented that while the rest of the world might think of her as "Ask Phoebe", she would always be freebie to them.
Upset, Phoebe walked away and briefly transformed into her teenage self. Paige took Phoebe home, though Todd called her to apologize for his wife. When Paula overheard them, she grabbed the phone. Phoebe then transformed into her teenage self again and told Paula she was coming for her.
When Phoebe returned to the school, she started kissing Todd until Paula stopped her. Phoebe then cast a spell to turn Paula into a dog. After Paula ran off, Phoebe cast a spell that caused everyone to revert to their teenage selves. When Phoebe later reversed her spells, everyone's memories of past events were erased.
Notes and Trivia
- Paula is the third person to be transformed into a dog in the series. The first was Prue Halliwell in "Look Who's Barking" and the second was Oscar in "Valhalley of the Dolls, Part 1".
- Her name tag at the reunion reveals her maiden name is Starks.
- Paula is somewhat similar to Missy Campbell in the episode "Coyote Piper". Both were mean girls to one of the sisters at their reunion.
