Gail Altman

Gail was a college sorority sister of Penny Halliwell while in college. Later in life when Grams started her own coven with witch practitioners (non-magical) and her closest friends as members, Gail was included.
Gail knew of the existence of the Charmed Ones. She did not possess any special powers, but was able to cast spells. To stop herself from dying of a disease she summoned the demon Cryto, (with her friends Helen and Amanda) and made a bargain with him for youth and beauty. She promised him the powers of Telekinesis, Molecular Immobilization, and Premonition. She knew that her best friend's Grandchildren would know and be witches by now because of the span of time they had after Grams' death. She went back to the Manor and visited her "nieces". She told them she knew of them being witches and swayed them to take her upstairs to the Book of Shadows where the Charmed Ones learned of Cryto, the Demon of Vanity. When they left Gail alone to talk about whether they should trust her story about worrying that a "coven of witches was trying to summon him" and that she knew many "possible victims", Gail was busy looking for a potion and a spell that would seperate the Charmed Ones from their powers. She found a "To Seperate a Witch From Her Powers" potion, and "To Call a Witch's Powers" spell. It ended up that the deal backfired when she didnt kill the Charmed Ones so that they wouldnt get in Cryto's way, and with that Cryto killed her.

Gail Altman possessed only basic witch power. It is suspicious of how Gail obtained just basic witch powers. She started out as a witch practioneer with the real witch Grams, and witch practioneers don't have any powers, their spells and potions don't work as compared to real witches. It could be assumed that Gail obtained a few drops of Grams blood during a spellcasting, thus giving her basic witch powers. But that theory has been wiped out due to the fact that she would have obtained Grams power of telekinesis, or at least a weaker form of telekinesis.
