Shelly broke up with Doug because she was tired of waiting for him to ask her to marry him. Doug bought a ring to propose to Shelly but he did not have the confidence to ask her. Due to Doug being nervous all the time around Shelly, he became very incompetent in the workplace. Piper Halliwell cast a confidence spell on Doug to save him from getting fired. He wound up attracting the attention of all female customers and completely ignored Shelly.
After Piper reversed the spell, Prue dropped Doug's engagement ring at Shelly's feet while the restaurant was frozen, and Doug proposed to Shelly. They reconciled immediately.
