Billy was a mortal who worked at the South Bay Social Services, presumably as a mailroom worker or assistant. He was believed to have a crush on Paige Matthews and was often bullied by a co-worker named Donnie due to his acne.
History[]
Shorty after becoming a witch, Paige took the Book of Shadows out of the manor and started casting spells for personal gain. When Donnie insulted Billy once again, calling him "pizza face", Paige decided to help him. She cast the Vanishing Spell to clear up his skin and kissed him on the cheek when it worked. He was later seen talking to Lila, who appeared to be flirting with him a little.[1]
Some time later, a young boy was brought in and Paige thought that a video game might help him unwind, mentioning Billy had one she could grab.[2]
